A Proposal for Urban Development Centering on a Stadium: Legacies beyond the 2020 Olympic and Paralympic Games in Tokyo

As the opening of the 2020 Olympic and Paralympic Games in Tokyo approaches, people’s interest in sports is expected to increase. At the same time, concrete measures are needed with regard to the important national policies of Abenomics growth strategy and vitalization of regional economies. In this context, this paper proposes urban development centering on a stadium as a concrete national policy measure that emphasizes the idea of legacies for the future. In urban development centering on a stadium, it is necessary to consider a multi-facility model that suits local characteristics. Based on the model, the overall design should maximize the functional value, economic value, and brand value of the local community to be generated. Also, considerations should be made from three angles.the business model, the local community, and the financing methods.which support such maximization of value. It is hoped that communities draw their vision of the future and pursue a type of urban development that will generate their unique brand value based on the overall concept of the vision, and that more stadiums will be situated in prime settings as symbols of such urban development.
