Key Points in Promoting Seniors’ Economic Participation

The amendment of the Senior Employment Stabilization Act and the increase in the eligibility age for public pension benefits led to a rise in the number of senior citizens working after their retirement. At the same time, firms are facing labor shortages as Japan’s workforce shrinks. However, firms have not been able to effectively utilize senior employees, who could help alleviate the labor shortages. This paper considers reasons why senior employees have not been actively utilized and examines policies that promote their economic participation.
